EU-wide tender launched for turnkey Frankfurt headquarters

The Deutsche Bundesbank has launched an European-wide tender process to acquire a turnkey property for its new headquarters in Frankfurt. The decision marks a shift away from the previously planned campus development project.

Turnkey contract replaces campus vision

The Deutsche Bundesbank has initiated a two-phase procurement process for its future headquarters, departing from its original campus plans in favor of purchasing a turnkey new build or fully renovated existing building with land in Frankfurt.

Phase one comprises the tender procedure, structured as a competitive dialogue with negotiation, leading up to a purchase contract by the targeted date of late 2027.

Phase two covers planning, construction or refurbishment, and official acceptance.

Chief Operating Officer Stephan Bredt stated that purchasing a new headquarters provides an economical, modern, and sustainable solution.

The facility will accommodate 2,500 workplaces and 15,000 square meters of usable space.

Criteria behind the selection

The selection of candidates will follow objective eligibility and minimum requirements.

Award criteria prioritize price, building quality, project execution, and completion dates.

Location and public transport connectivity are critical elements to ensure accessibility for employees, business partners, and visitors.

Requirements were formulated by a dedicated project team alongside external consultants, balancing legal, economic, security, sustainability, and technical infrastructure needs.

Pragmatism over prestige

Abandoning the grandiose campus plan is a pragmatic response to mounting cost pressures.

Buying a turnkey property mitigates construction delays, though securing suitable Frankfurt sites remains tough.

Ultimately, this shift favors fiscal discipline over architectural ambition.
