ESM and Bundesbank settle €1 billion digital bond via Pontes

On October 26, 2026, the European Stability Mechanism (ESM), Deutsche Bundesbank and Clearstream reported a €1 billion digital bond transaction via Pontes. It is the first benchmark bond by a European supranational issuer settled through the platform.

Digital securities meet central bank money

The ESM's first digitally native benchmark bond uses distributed ledger technology (DLT), with cash settlement directly in central bank money.

The Bundesbank acts as issuance and paying agent and has connected to Pontes as a market participant.

Clearstream creates and manages the bond through its Digital Infrastructure and acts as Pontes market DLT operator.

Its D7 DLT platform delivers the securities against payment, while Pontes settles the cash leg in TARGET (T2).

DZ BANK and Société Générale advise on the transaction.

The European Central Bank and euro area national central banks launched Pontes on September 21, 2026, following Eurosystem exploratory work in 2024.

Clearstream's hybrid model also permits transfer to traditional infrastructure for settlement in TARGET2-Securities (T2S).

Traditional collateral channels remain open

The partners plan a Luxembourg Stock Exchange (LuxSE) listing and eligibility in the Eurosystem Collateral Management System (ECMS).

They also anticipate acceptance at Eurex Clearing and inclusion in Eurex Repo general collateral baskets, supporting secondary-market access.

Founded in 2012, the ESM has €500 billion in maximum lending capacity.

Clearstream, part of Deutsche Börse Group, holds about €23 trillion in custody and serves over 55 fund markets.

The transaction connects digital issuance with existing legal frameworks and operational standards.

Integration drives the case

ESM Managing Director Pierre Gramegna links Pontes to deeper European capital markets and a stronger international euro.

Bundesbank President Joachim Nagel points to more efficient issuance and settlement.

Deutsche Börse board member and Clearstream Chairwoman Stephanie Eckermann emphasizes operational institutional use.
