Instant payments launch for two Balkan nations
The TIPS Clone platform, designed for instant payment settlement in the Western Balkans, officially went live on July 20. Developed by Banca d'Italia, this new infrastructure is now accessible to countries in the region.
The Central Bank of Bosnia and Herzegovina and the Central Bank of Montenegro are the first institutions to join, integrating their payment systems.
The platform leverages the same technology as TARGET Instant Payment Settlement (TIPS), the Eurosystem's infrastructure managed by Banca d'Italia.
It facilitates real-time settlement of instant payments in participating national currencies, using central bank money, and in euro, via commercial bank money.
This offers a secure, technologically advanced, and cost-effective solution for regional transactions.
A second onboarding phase is planned for November 2026, when the Central Banks of Albania, Kosovo, and North Macedonia are expected to join, completing the regional integration.
Aligning regional payment flows
This initiative, launched by Banca d'Italia with support from the European Central Bank and the Eurosystem, is a key component of broader cooperation with the Western Balkan countries.
Its core aim is to enhance the efficiency and modernize the region's payment infrastructures, facilitating their convergence towards European standards.
Although operating as a standalone system, the platform benefits from the advanced technology of TIPS.
This ensures it incorporates the most sophisticated functionalities available in the Eurosystem infrastructure and will evolve with future innovations.
Such strategic alignment is crucial for fostering robust and integrated financial systems across the Western Balkans.
A strategic step for integration
The TIPS Clone platform's launch signifies a concrete commitment to regional cooperation and payment system modernization.
Beyond its technical benefits, the strategic importance lies in fostering deeper economic and financial integration of the Western Balkans with the European Union.
This initiative not only enhances efficiency but also clearly aligns the region with broader European financial infrastructure goals.
