Leverage ratio rules earn top grades in four jurisdictions
Australia, Japan, Korea and Switzerland received compliant ratings in Basel Committee on Banking Supervision assessments published on October 13, 2026. Canada and the United Kingdom were rated largely compliant, one notch below the highest grade.
Four top grades, two below
The Basel Committee on Banking Supervision (BCBS) assessed implementation of its leverage ratio framework in Australia, Canada, Japan, Korea, Switzerland and the United Kingdom.
Reports published on October 13, 2026 assigned Australia, Japan, Korea and Switzerland the compliant rating, the highest overall grade under the Committee's global standards.
Canada and the United Kingdom received largely compliant ratings, one notch below the highest overall grade.
The assessments concern jurisdictions' implementation of the leverage ratio framework, rather than individual banks.
The publication completes the first round of multi-jurisdictional leverage ratio assessments.
Consistency checks extend further
The reviews form part of the BCBS Regulatory Consistency Assessment Programme (RCAP), which evaluates the consistency and completeness of Basel standards' implementation across member jurisdictions.
In the first half of 2026, the Committee initiated jurisdictional assessments of the Basel III revisions to risk-weighted assets, in line with its work programme.
It also continues to assess implementation of the leverage ratio, despite completing the first multi-jurisdictional round.
Implementation, not bank resilience
The ratings distinguish implementation of global standards across six jurisdictions.
They do not constitute assessments of individual banks' financial strength.
Completion of the first round does not end the Committee's leverage ratio assessment work.
