Escrivá inaugurates tech lab, boosts financial education and modernizes premises

José Luis Escrivá, Governor of the Bank of Spain, inaugurated the Applied Technology Laboratory and Experimentation Department (DELTA) on March 6, 2026, in Barcelona. The event also marked the signing of a financial education protocol and an agreement to sell part of the Bank's building.

AI at the heart of central banking

The Banco de España inaugurated DELTA, a state-of-the-art technology laboratory dedicated to experimentation with emerging technologies, especially artificial intelligence (AI).

DELTA's mission is to apply and scale up these technologies strategically, grounded in solid ethical principles.

Governor Escrivá emphasized that innovation at the central bank is a means to increase efficiency, accuracy, transparency, and accessibility, strengthening economic analysis and financial supervision.

The lab aims to improve internal processes and offer better quality information to the public, businesses, and public authorities.

It is designed as a meeting point for knowledge, technology, and public service, fostering rigorous analysis and bold innovation.

The ethical approach is foundational, ensuring every project aligns with the Banco de España's core values: independence, rigour, public service, and respect for individual rights.

Strengthening public ties in Barcelona

The Barcelona event embodied the Banco de España's Strategic Plan 2030, aiming to enhance public engagement and transparency.

A General Action Protocol was signed with the Catalan regional government to boost financial education, providing citizens with economic understanding.

This collaboration will offer educational materials and teacher training, ensuring a neutral approach.

Concurrently, an agreement was made for the Catalan regional government to acquire part of the Banco de España building in Plaza de Catalunya.

This sale will transform the historic space for new public uses, fostering social value and strengthening the Bank's local ties.

Beyond the tech hype

The inauguration of DELTA and accompanying initiatives mark a pragmatic step towards modernizing central banking functions and public outreach.

The timely focus on AI, coupled with ethical integration and interdisciplinary collaboration, is crucial for long-term success.
