FinScope 2026 survey tracks consumer financial health in Eswatini

The Central Bank of Eswatini has launched the FinScope Eswatini 2026 Consumer Survey to examine financial health, digital access, and fraud exposure across all four regions. The initiative updates nationwide inclusion benchmarks last recorded in 2018.

Mapping inclusion across four regions

The Central Bank of Eswatini and Governor Dr. Phil Mnisi launched the FinScope Eswatini 2026 Consumer Survey to evaluate how households access and navigate financial services.

Implemented in partnership with FinMark Trust, the Eswatini Economic Policy Analysis and Research Centre, and the Central Statistical Office, the exercise gathers field data across all four regions of the country.

The 2026 framework shifts emphasis toward consumer financial health, measuring household capacity to withstand economic shocks.

In addition, the survey tracks digital financial services adoption and exposure to cyber fraud, while disaggregating results by gender, age, disability, income, and geography.

Filling the eight-year data void

The exercise marks Eswatini's first FinScope assessment since 2018, updating regional benchmarks across Southern Africa. Central bank officials noted that regulatory supply-side metrics—such as transaction volumes, loan registries, and opened accounts—fail to explain dormant accounts, persistent cash usage by market vendors, or low insurance uptake among smallholder farmers.

A multi-stakeholder steering committee comprising government ministries, financial institutions, and mobile network operators will oversee survey execution.

Data without action cures nothing

Updating eight-year-old baseline data is necessary given rapid digitalization across Eswatini.

Yet granular demand metrics remain useless unless commercial lenders and policymakers adapt their products.

Without concrete regulatory follow-through, the survey risks becoming an expensive diagnostic rather than a catalyst for reform.
