CDI unlocks HK$90 billion in credit to support green transition

Data infrastructure and taxonomy standards will underpin the next phase of transition finance, the Hong Kong Monetary Authority stated at the 2026 Green Fintech Symposium. The Commercial Data Interchange has already unlocked nearly HK$90 billion in SME credits.

Data pipelines for supply chain emissions

Hong Kong is deploying digital data architecture to direct capital into decarbonisation projects.

The Commercial Data Interchange (CDI) has facilitated over 108,000 loan applications and reviews, unlocking nearly HK$90 billion in estimated credits for small and medium-sized enterprises.

Under the broader Fintech 2030 strategy and the Fintech Promotion Blueprint, the initiative is expanding through Project CargoX, which integrates trade and cargo data into financing workflows.

Although not designed solely for sustainable finance, this data infrastructure enables financial institutions to verify supply chain emissions, assess transition milestones, and mitigate greenwashing risks.

Science-based guardrails against greenwashing

Alongside digital infrastructure, the rollout of the next phase of the Hong Kong Taxonomy for Sustainable Finance establishes classification standards for green, transition, and adaptation activities.

The framework aims to eliminate transition-washing by providing science-based definitions for cross-border capital deployment.

Combined with home-grown tools spanning carbon trading and artificial intelligence risk models, the taxonomy anchors Hong Kong's role as a green finance bridge between Mainland China and regional markets.

Plumbing without mandates achieves little

Repurposing commercial credit platforms for climate data offers a practical shortcut for transition tracking.

However, voluntary taxonomy alignment without mandatory reporting limits how much capital shifts into high-impact decarbonisation.

The digital plumbing is ready, but real impact requires strict compliance standards.
