Saeju urges coordinated defenses against digital financial fraud

Bank of Thailand Deputy Governor Daranee Saeju urged cross-sector defenses against digital fraud at a World Economic Forum event in Bangkok. The Bangkok Blueprint links financial inclusion with coordinated fraud prevention across borders.

Instant payments outpace protection

Thailand's PromptPay handles over 80 million transactions daily, almost 10 times its 2019 level, and nearly 5 trillion baht monthly, 16 times its 2019 level.

Annual value reached 54 trillion baht in 2025, more than twice GDP.

Saeju cited estimated global fraud and scam losses of $579 billion in 2025.

The Financial Action Task Force reports that 90 percent of jurisdictions consider fraud a major money-laundering threat.

Thailand developed the Bangkok Blueprint for Fraud-Resilient Financial Services with the International Monetary Fund and World Bank Group.

Launched on October 14, 2026, alongside The Bangkok Blueprint in Action, it offers policy guidance, promotes global cooperation and gives standard setters a foundation.

One report activates shared defenses

The Blueprint draws on Thailand, Hong Kong, Malaysia and Singapore.

A July World Economic Forum workshop found fragmented defenses against integrated fraud.

Thailand's Emergency Decree on Technology Crime enables real-time information sharing across banks, telecoms, digital asset operators and online platforms.

Its Central Fraud Registry links reports to tracing, account suspension and law enforcement.

Saeju reported no unauthorized mobile banking transactions caused by money malware for a year and a half, but noted criminals now persuade users to authorize payments.

Shared defenses need shared accountability

The Blueprint frames fraud prevention as shared infrastructure, not a task for banks alone.

Saeju said AI can detect suspicious behavior and mule-account networks, but must be secure, transparent and accountable.

Her closing questions put accountability for AI payments and preserving inclusion at the center.
