Japanese banks withstand combined AI, oil and interest rate stress

Japan's financial system remains stable, the Bank of Japan (BoJ) said in its October 23, 2026 Financial System Report. Using data available at end-September 2026, it finds banks resilient to severe stress while flagging AI and foreign fund exposures.

Capital withstands compound shocks

Banks retain sufficient capital and stable funding to withstand global financial crisis-scale stress and simultaneous oil price increases, weaker AI investment expectations and higher interest rates.

Lending remains active, with no major domestic financial imbalances.

Foreign non-bank financial intermediaries increasingly finance AI investment through private funds, while hyperscalers expand bond issuance and long-term data center leases.

The BoJ tests how fund portfolio adjustments amplify AI-related losses and transmit them to Japan.

Banks' foreign fund and data center loans remain limited but require portfolio controls.

A hypothetical 100 percent oil price increase raises default risk for a limited share of SMEs overall, with larger effects on some cost-sensitive firms.

Asset prices stretch borrower exposure

Stocks exceed their trend, but end-September price-earnings ratios remain near their average since 2008.

Equity yield spreads over 10-year Japanese government bonds have narrowed.

Property prices are accelerating in the three major metropolitan areas, especially Tokyo, where commercial property risk premiums are declining.

Firms' interest rate resilience has improved overall, but weaker SMEs face profit pressure.

Wage gains cushion mortgage costs; growing use of loans exceeding 35 years requires closer borrower explanations and risk management.

Resilience is not immunity

The BoJ pairs improving bank core profits with warnings about yen bond valuation losses and less-sticky, higher-rate deposits.

It identifies population-driven loan demand erosion as a longer-term risk to earnings and loss absorption.

Frontier AI also heightens cyber risks, prompting continued examinations and monitoring.
