Dynko brings more than 20 years of professional experience across major Russian and international financial institutions to the position.
His technical expertise centers on operational processing, target operating model engineering, and the technological transformation of market services.
In addition, his background includes managing automated banking systems and strengthening institutional operational resilience.
In his new supervisory role, Dynko will oversee core central bank operational infrastructure, applying his long-standing focus on settlement automation and systems architecture.
From market regulator to commercial banking
Prior to his central bank appointment, Dynko served as head of operations at Raiffeisenbank, where he led initiatives to automate accounting and settlement processes across the institution.
His previous career includes senior operational roles at VTB Capital as well as operating divisions at several other financial firms.
Dynko began his career in financial market regulation at the Federal Commission for the Securities Market of Russia within the Central Federal District, providing foundational experience in domestic market oversight.
