Lombard List expands with 31 corporate and mortgage bond issues
The Bank of Russia Board of Directors has added 31 exchange-traded bond issues across 16 corporate and mortgage issuers to its Lombard List. The decision was made on August 25, 2026, and takes effect on the business day following publication on the central bank website.
Blue chips and mortgage securities
The expansion encompasses securities across diverse sectors, led by major resource, telecommunications, and retail corporations.
The list incorporates four mortgage-backed bond issues from DOM.RF Mortgage agent alongside five bond tranches from Atomic Energy Power Corporation.
Commodities and mining producers feature prominently, including issues from Norilsk Nickel, Gazprom Neft, Polyus, ALROSA, and Metalloinvest.
The update also includes debt instruments issued by Yandex, Russian Railways, Gazprom capital, X5 Finance, Mobile TeleSystems, Magnit, MegaFon, Nizhnekamskneftekhim, and four issues from Rostelecom.
All newly eligible instruments are exchange-traded ruble bonds.
Collateral for bank refinancing
Inclusion in the Lombard List grants credit institutions the ability to use these debt instruments as eligible collateral for refinancing operations with the Bank of Russia, including repo transactions and secured loans.
This regular update mechanism ensures domestic banks maintain adequate collateral buffers to obtain central bank liquidity against high-quality corporate debt.
The decision approved by the Board of Directors becomes effective on the first business day after website publication.
Routine plumbing with liquidity relief

Widening the collateral pool ensures commercial banks retain flexible access to central bank refinancing amid tight liquidity conditions.
