NAUFOR becomes first digital asset SRO for 25 operators
The National Association of Securities Market Participants has become the first self-regulatory organisation for digital asset platform operators in Russia. The Bank of Russia added the entity to its register on October 8, 2026, obliging 25 existing operators to join within 180 days.

The Bank of Russia entered the National Association of Securities Market Participants (NAUFOR) into the unified register of self-regulatory organisations operating in the financial market on October 8, 2026.
This registration establishes the first official self-regulatory body for operators of information systems used to issue digital financial assets.
Under Russian statutory rules, all 25 information systems operators currently listed on the central bank register are required to join NAUFOR within 180 days.
Platforms entering the market after September 1, 2026, face an expedited 90-day compliance window starting from the date of their official inclusion in the supervisor’s register.
Bridging conventional brokers and token issuers
The designation extends NAUFOR’s traditional remit beyond conventional securities into digital financial assets.
By incorporating digital rights platforms into an established industry association, the supervisory framework binds emerging token issuers to standardised reporting and operational conduct.
The two-tier deadline structure creates distinct compliance tracks, granting incumbent platforms six months while halving the onboarding window for newer market participants.
