Verified bank e-wallets included in deposit insurance
The State Duma has adopted a law extending the deposit insurance system to verified bank e-wallets. Protected funds will be subject to the standard limit of up to 1.4 million rubles.
Equal safeguard standards for digital funds
E-money and e-wallets held with banks will be covered by Russia's deposit insurance system, provided holders have passed identity or simplified identity verification under anti-money laundering legislation.
The State Duma adopted the law on July 21, 2026.
These funds will be subject to the standard protection limit of up to 1.4 million rubles, ensuring equal safeguard standards for depositors using standard accounts and those utilizing e-wallets.
The legislation is scheduled to come into force 180 days after its official publication, applying strictly to insured events occurring after this implementation date.
Fifty billion rubles in scope
E-wallets operate independently of traditional bank accounts, governed by the national payment system framework with statutory balance caps determined by operator rules and verification levels.
According to Bank of Russia estimates, approximately 50 billion rubles are currently held across verified e-wallets nationwide.
These digital balances are widely utilized for online purchases and peer-to-peer transfers among individuals, providing a vital transactional bridge that will now benefit from systemic safety nets.
Closing the digital blind spot
