Digital ruble rollout begins across Russian banking network

Major Russian banks and retail companies will activate infrastructure for the digital ruble on September 1, 2026. The Bank of Russia opened the platform for retail and commercial payments, offering citizens fee-free transfers and a monthly top-up ceiling of 300,000 rubles.

One wallet per user under monthly cap

Starting September 1, 2026, individuals can access the digital ruble through mobile banking applications connected to the Bank of Russia’s centralized platform.

Account opening requires entering the dedicated Digital Ruble section in existing banking apps.

Under the framework, each individual and enterprise is restricted to exactly one digital wallet, while individual entrepreneurs are permitted two distinct accounts to separate personal funds from commercial operations.

Individual users can top up digital ruble wallets from conventional bank accounts up to a cap of 300,000 rubles per month.

In contrast, corporate accounts face no funding ceiling, and all balances remain fully accessible.

Zero fees and a temporary grace period

The platform supports customer-to-customer and business transactions, state transfers, retail purchases, and refunds without usage curbs.

Individual transfers and payments incur zero transaction charges.

Businesses receive a fee-free grace period through late 2026, after which merchant tariffs will apply at the lowest rates in the domestic market from 2027.

Unmandated banks may also activate services immediately.

User support is routed through commercial lenders, backed by the central bank's dedicated 24-hour hotline.

Sovereignty first, adoption second

The launch establishes a state-controlled payment rail insulated from external payment networks.

Zero consumer fees and the 300,000 ruble cap position the token as a payment tool rather than a threat to commercial deposits.

Long-term merchant uptake remains uncertain once the fee-free grace period expires in 2027.
