Utility payments dominate agent transactions
Between January and March 2026, Russian households conducted over 120 million payment transactions through various payment agents, with the total value exceeding ₽155 billion.
This volume translates to an average payment amount of ₽1,290 per transaction.
Payment agents facilitate cash settlements for a diverse range of services, including utility bills, telecommunications, television, and internet services, as well as consumer goods.
During the first quarter of 2026, payments for utility services emerged as the overwhelmingly dominant category, constituting nearly 90 percent of all operations processed by these agents.
In contrast, other categories such as fines, state duties, and telecommunications payments represented only an insignificant share of the overall transaction volume.
This highlights the critical role payment agents play in facilitating essential household expenditures, particularly for utilities, across the country.
New data for market oversight
Self-regulatory organisations have submitted their first report on payment agents' operations to the Bank of Russia.
This data is crucial for the regulator to gain a deeper understanding of this market segment.
The information will enable the Bank of Russia to comprehensively analyze market development, including specific regional trends.
Additionally, it will facilitate a thorough assessment of payment accessibility for consumers across different types of operations.
This enhanced data will support the central bank's efforts to ensure a robust and accessible payment ecosystem, allowing for targeted identification of areas needing improvement in service provision for Russian citizens.
