Domestic test unlocks qualified investor status in Russia

A specialized financial knowledge test will grant Russian retail investors qualified status starting August 31, 2026. The Bank of Russia framework supplements existing wealth, income, and professional experience requirements.

Domestic certificates replace foreign credentials

Under the updated framework, passing a specialized examination allows an individual to receive a Qualifin Certificate from the National Finance Association (NFA) or a MOEX Investor Certificate.

Other valid credentials include an NFA Financial Analyst Certificate and an Investment Adviser Certificate issued by the National Association of Securities Market Participants.

Presenting any of these certificates will require brokers and asset management companies to grant qualified investor status.

Previously, education-based qualification relied on international credentials such as the CFA designation in financial analysis, investment consulting, or asset and risk management.

Knowledge over capital thresholds

The qualification framework retains alternative routes based on two-year income levels, minimum asset thresholds, relevant university degrees, or securities market work experience.

Bank of Russia Deputy Governor Mikhail Mamuta emphasized prioritizing investor competence: “Individuals will be able to obtain the status not only because of large account balances or high income, but on the basis of their knowledge.”

The regulator wants participants to master risk management before accessing complex market products.

Competence beats net worth

Replacing Western credentials like the CFA with domestic testing removes an obvious regulatory bottleneck.

Yet local tests risk turning into simple formalities if brokerages lower testing standards to drive trading volume.

Broadening market access through verified financial literacy makes sense only if exams remain genuinely rigorous.
