Denmark's card payment contingency measure is now largely implemented across most nationwide supermarket chains, ensuring citizens can make offline payments for at least a week during infrastructure or internet outages.
This robust solution supports all adults with Danish-issued Dankort, Mastercard, or Visa cards, including those using mobile wallets like Apple Pay and Google Pay.
The measure is based on deferred authorisation, allowing transactions to be registered locally and processed once connectivity is restored.
By June, 40 percent of pharmacies will also be covered, with full nationwide implementation expected by the third quarter of 2026.
An agreement on loss sharing has been established between pharmacies, supermarket chains, and card-issuing banks for payments rejected in socially critical situations, providing clarity and support for all participating parties.
This ensures the continued provision of basic necessities like food and medicine even when digital systems fail.
Enhancing national payment resilience
The initiative, spearheaded by the Danish Payments Council—a forum established and chaired by Danmarks Nationalbank—addresses Denmark's high dependence on digital payments.

Some supermarket chains have proactively established contingency stores capable of operating during power outages, further expanding the scenarios where offline payments remain viable.
