It helps them operationalise global frameworks and principles for transition finance, promoting good practices through a sector-based approach.

The information and communications technology (ICT) sector was chosen as a pilot for this operational guidance.

The first phase focuses on entity-level financing and investment, exploring how financial institutions can support a company's overall climate transition strategy through general corporate-purpose financing.

A key aspect is the identification of commonalities across international frameworks and a core set of entity-level transition-related information and metrics.

These are deemed material and relevant to the ICT sector, central to how financial institutions can better understand and assess an entity's transition strategy.

The guide also includes case studies to address market feedback on implementation challenges, illustrating practical application of international principles.

Driving Hong Kong's sustainable finance hub

The Steering Group, co-chaired by the Hong Kong Monetary Authority (HKMA) and the Securities and Futures Commission (SFC), developed this guide as part of its strategic priorities for 2026-2028, aiming to scale up transition finance with practical guidance.

Eddie Yue, Co-Chair and Chief Executive of the HKMA, welcomed the Report, emphasizing the industry's dedication to practical approaches.

He encouraged market participants to apply its insights, leveraging Hong Kong's strengths as Asia's sustainable finance hub.

Julia Leung, Co-Chair and CEO of the SFC, highlighted the guide's role in translating high-level international principles into actionable, objective, and accessible guidance, grounding transition finance in sector-specific, real-world contexts.
