Silver Bond issuance expands to HK$55 billion on record demand

Hong Kong has raised the final issuance size of its latest Silver Bond to HK$55 billion after receiving HK$119.3 billion in applications from 476,703 retail investors. The bonds will be allocated up to a maximum of 13 units per applicant on September 15, 2026.

Ballots decide the thirteenth unit

The Government received 476,703 valid applications for a total principal amount of HK$119,306,240,000 by the September 4 deadline.

To accommodate this demand, authorities increased the final issuance amount from the HK$50 billion target to HK$55 billion.

Under the allocation mechanism, all valid applicants receive bonds up to a cap of 13 units, priced at HK$10,000 each.

The 88,422 investors who requested 12 or fewer units receive their full orders.

The remaining 388,281 applicants seeking more than 12 units were assigned 12 units each and entered into a ballot.

Among them, 97,396 applicants were allocated one additional unit, taking their total allocation to 13 units or HK$130,000 in nominal value.

Funding infrastructure with senior savings

The Silver Bond is scheduled for formal issuance on September 15, 2026 under the retail tranche of the Infrastructure Bond Programme.

Proceeds will finance capital works projects dedicated to advancing urban development and infrastructure across Hong Kong.

Financial Secretary Paul Chan noted that application numbers and subscription totals reached new record highs.

Chan affirmed that senior citizens view the product as a safe, steady investment option and confirmed the scheme will remain under continuous review.

Reliable yield meets fiscal limits

The strong oversubscription highlights robust domestic appetite for guaranteed senior yields.

Upsizing the tranche efficiently secures retail funding for public infrastructure works.

Yet small individual allocations restrict the product's broader wealth preservation impact.
