Quantum preparedness index debuts at 2.3 ahead of 2030 target
The Hong Kong Monetary Authority launched a quantum preparedness whitepaper and index on July 27, 2026. The initial index score stands at 2.3 out of 10, with full sectoral readiness targeted by 2030.
Laying foundations for the quantum era
The Hong Kong Monetary Authority has introduced its inaugural Quantum Preparedness Index alongside a comprehensive whitepaper to gauge the banking sector's readiness for quantum computing.
Based on a survey conducted in early 2026, the initial index score reached 2.3 on a 10-point scale, indicating that institutions remain in the foundational stages of preparation.
While approximately 68 percent of surveyed banks demonstrate awareness or are progressing toward planning and piloting stages, about 32 percent have yet to begin their transition journey.
Furthermore, preparedness for Post-Quantum Cryptography remains uneven across the industry, with roughly half of participating institutions lacking formal post-quantum planning structures.
From boardrooms to pilot initiatives
Although quantum computing remains in its initial phase, engagement with its technological implications is growing among financial institutions.
Around half of the surveyed banks reported that quantum computing had been discussed at the board level.
Additionally, approximately one-third of all participants indicated they had already begun exploring or piloting quantum-related initiatives.
The HKMA aims to bridge these transitional gaps through targeted practical guidance, specialized training programs, and ongoing industry engagement.
A necessary push with a long horizon
Establishing a quantitative baseline is a vital first step to tackle looming cryptographic threats.
However, a score of 2.3 exposes a dangerous level of complacency across a significant minority of lenders.
Reaching full readiness by 2030 will require much firmer regulatory enforcement rather than passive encouragement.
