Fourth digital green bond sale raises record HK$20 billion

The Government of the Hong Kong Special Administrative Region priced HK$20 billion equivalent in digital green bonds across four currencies on September 28. The offering was oversubscribed with subscription ratios ranging from 1.3 to 11.3 times across the tranches.

Tokenised deposits enter primary settlement

The issuance marks the fourth digital green bond offering under Hong Kong’s Government Sustainable Bond Programme and sets a global record for digital bond size.

Denominated in HK dollars, Renminbi, US dollars and euros, the bonds carry credit ratings of AA- from Fitch, Aa3 from Moody’s and AA+ from S&P.

For the HKD tranche, settlement integrated tokenised deposits powered by the EnsembleTX platform alongside traditional settlement rails and tokenised central bank money options.

The transaction is the first digital bond globally to incorporate tokenised deposits in HKD.

Clearing and settlement take place through the Central Moneymarkets Unit (CMU) on a T+1 cycle.

Taxonomy and global clearing links

The bonds were issued using the HSBC Orion digital assets platform with clearing operated by the Hong Kong Monetary Authority (HKMA) and connected to Euroclear and Clearstream.

To enhance interoperability and lifecycle automation, the transaction adopted the International Capital Market Association’s Bond Data Taxonomy Version 2.0. “This fourth issuance reinforces our commitment to stay ahead in the digital finance space,” HKMA Chief Executive Eddie Yue said.

Scaling beyond the sandbox

Hong Kong is successfully turning experimental tokenisation into a repeatable sovereign issuance routine.

Integrating tokenised commercial bank money via EnsembleTX advances technical plumbing, yet secondary trading remains untested.

Real market transformation will depend on whether private issuers embrace these digital rails.
