Hong Kong Monetary Authority Chief Executive Eddie Yue outlined initiatives to deepen offshore RMB liquidity and modernise infrastructure at the Treasury Markets Summit 2026 on September 23.
Four pillars for debt markets
At the Treasury Markets Summit 2026 in Hong Kong, HKMA Chief Executive Eddie Yue set out strategic priorities for local bond market expansion before more than 300 financial sector participants.
The annual summit, co-organised with the Treasury Markets Association, brought together senior executives from banks, asset managers, and corporate treasuries.
Yue called on market participants to build a diversified, deep, dynamic, and digital-native bond market.
His proposals focus on expanding market participation, stimulating new bond issuance, strengthening offshore RMB liquidity pools, and upgrading core financial infrastructure to support cross-border fixed-income activity and digital asset adoption.
Renminbi scale and modern rails
The summit featured three thematic panels examining currency internationalisation, macroeconomic trends, and technological modernization.
Justin Chan of HSBC led discussions on expanding offshore renminbi channels.
HKMA Executive Director for Research Zhu Haibin moderated the panel on treasury market outlooks, while Executive Director for Financial Infrastructure Nelson Chow directed the panel on operational technology.
Discussions across all three streams centered on adapting treasury workflows to cross-border clearing systems.
Plumbing without liquidity
Hong Kong is doubling down on its primary role as the offshore conduit for Chinese debt and currency flows.
Modernising infrastructure to support digital issuance is necessary to prevent liquidity from drifting to competing Asian hubs.
Real success will hinge on whether private bond liquidity matches the ambitious institutional rhetoric.
