RMB 5 billion in relending allocated for Xizang disaster relief

A targeted RMB 5 billion relending quota has been allocated to the People's Bank of China's Xizang branch following an August 26 border mudslide. The emergency funds support disaster relief and small business reconstruction in Gyirong County.

Targeted liquidity for Gyirong Port

Following a cross-border mudslide from Nepal on August 26, 2026, which caused casualties and left individuals missing at Gyirong Port in Shigatse City, the central bank expanded structural funding tools.

The People's Bank of China allocated an additional RMB 5 billion in central bank lending to its Xizang Autonomous Region Branch.

The facility specifically targets rural development alongside micro and small businesses across the affected border areas.

According to the announcement, the funds are intended to incentivize commercial banks and local financial institutions to expand credit lines for affected business entities and households requiring emergency reconstruction financing.

Branch execution and local credit

The central bank instructed its regional branch in Xizang to ensure prompt and targeted deployment of the expanded quota.

Financial institutions operating in Gyirong County are urged to accelerate loan processing and offer favorable borrowing terms to meet urgent liquidity demands.

The intervention forms part of a broader coordinated emergency response, utilizing targeted central bank relending facilities rather than broad-based monetary easing to support post-disaster economic recovery.

Quasi-fiscal relief with clear limits

Deploying targeted relending highlights Beijing's habit of using central bank liquidity as quasi-fiscal aid.

The RMB 5 billion quota stabilizes Gyirong Port without shifting national monetary policy.

Yet channeling relief through bank loans rather than direct fiscal grants risks burdening local borrowers.
