Fintech expands MSME credit and digital access, Governor says

The Reserve Bank of India Governor addressed the Global FinTech Festival on September 8, 2026, highlighting how digital public infrastructure and cash-flow lending expand credit for small enterprises.

Digital rails unlock small business credit

Addressing the Global FinTech Festival in Mumbai, the Governor highlighted that digital public rails—including UPI, the Aadhaar-enabled payment system, and the Jan Dhan ecosystem—have turned financial inclusion into an everyday reality across India.

Digital platforms have lowered transaction costs, accelerated account opening, and deployed artificial intelligence for real-time supervision and fraud detection.

A central breakthrough remains credit delivery to micro, small, and medium enterprises.

Through account aggregators, cash-flow lending, and the Unified Lending Interface, fintech platforms provide collateral-light formal loans to millions of businesses previously excluded from traditional underwriting.

Sandboxes and self-regulation build trust

The Reserve Bank of India positions itself as an active enabler through its Regulatory Sandbox, the Reserve Bank Innovation Hub, and ongoing structured dialogues with startups.

The central bank continues to encourage industry self-regulation while providing open digital infrastructure.

“We have promoted responsible innovation while safeguarding trust that is the very foundation of finance,” the Governor stated, reaffirming that supervisory frameworks aim to preserve safety and fairness alongside economic efficiency.

Enthusiasm meets underwriting reality

The celebratory tone highlights real digital gains, yet supervisory friction across fintech lending persists.

Platform expansion cannot substitute for rigorous risk management among algorithmic underwriters.

The central bank must balance its public rail enthusiasm with strict consumer protection enforcement.
