Operational risk capital rules take effect on April 1, 2027

Commercial banks will apply revised operational risk capital rules from April 1, 2027. The Reserve Bank of India (RBI) issued amendments on October 23, 2026, adding implementation guidance and clarifications.

April start for Basel III

The RBI issued its Second Amendment Directions, 2026 for commercial banks, specifying implementation of the Basel III Standardised Approach for minimum operational risk regulatory capital requirements.

The revised Basel III capital adequacy framework takes effect on April 1, 2027, excluding Small Finance Banks, Payment Banks and Regional Rural Banks.

The amendment also provides an indicative mapping of Business Indicator (BI) components to financial statement schedules and line items.

It incorporates additional clarifications issued by the Basel Committee on Banking Supervision after the original directions.

The RBI Governor had announced the framework's effective date in a statement dated October 1, 2025.

Filling the implementation gaps

The RBI issued the original Commercial Banks – Forthcoming Instructions Directions, 2025 on November 28, 2025.

Chapter IV prescribed minimum capital requirements for operational risk but left the implementation date and indicative BI mapping for later communication.

The October 23, 2026 amendment supplies those elements and incorporates subsequent Basel clarifications.

Chief General Manager Brij Raj signed the announcement, issued as press release 2026-2027/1380.

A timetable and a mapping

The amendment gives covered banks a fixed implementation date and a mapping for BI components.

It connects the operational risk capital framework to financial statement schedules and line items.

The release does not quantify the effect on banks' capital requirements.
