Digital krona needs at least five years of implementation

Sveriges Riksbank (Riksbank) urged legislative preparation for a possible digital krona in a letter dated October 7, 2026, published October 15. It cited geopolitical risks, digital euro development and payment-market competition.

Five years before launch

The Riksbank estimates that implementation by the central bank and market participants would take at least five years, excluding legislative work.

It has not decided whether Sweden should issue a digital krona.

Chapter 4, Section 9 of the Sveriges Riksbank Act (2022:1568) requires parliamentary consent.

The bank supports preparing legislation now through a public inquiry, even if issuance is postponed or rejected.

Preparations include security-law reviews, contracts with the European Central Bank (ECB), software development, system integration and public information.

A dedicated digital krona law would cover distribution, responsibilities and offline use.

Other reviews would address privacy, confidentiality, insolvency, money laundering and sanctions.

Europe builds the infrastructure

The ECB plans a digital euro pilot in the second half of 2027 and a public launch in 2029, serving around 350 million people.

EU negotiations are anticipated to conclude in 2026.

The Riksbank favours using this infrastructure, planned with at least three independent operational regions and offline payments.

Under the proposed rules, the ECB could not identify online payers or recipients; banks could.

Offline shop payments would be anonymous.

Conditional payments would be possible, but the digital euro would not be programmable money.

Sweden could adopt similar privacy rules.

Readiness is not authorisation

Legislative preparation would preserve an option, not approve issuance.

The case rests on payment resilience and competition as Sweden loses ground in instant payments and foreign digital currencies develop.

The Riksbank considers foreign-currency stablecoin risks limited in the near term, but does not dismiss longer-term pressure on the krona.
