SARB expands NMS Insurance Services' microinsurance license
The South African Reserve Bank (SARB) has varied the licensing conditions for NMS Insurance Services (SA) Limited, allowing it to expand its microinsurance offerings and removing a previous client restriction. These changes came into effect on 25 November 2024.
Expanded scope for microinsurance offerings
The South African Reserve Bank (SARB), through Fundi Tshazibana, Chief Executive Officer, has announced significant variations to the licensing conditions of NMS Insurance Services (SA) Limited (NMSIS).
Effective 25 November 2024, NMSIS is now permitted to conduct an expanded range of life insurance business.
This includes new sub-classes such as Individual Health, Individual Disability – lump sum, and Group Funeral.
Crucially, a prior restriction limiting NMSIS to writing business exclusively from clients of Multichoice South Africa (Pty) Ltd has been entirely removed.
This regulatory update enables NMSIS to broaden its client base and diversify its insurance portfolio within the microinsurance sector.
The decision was made with the concurrence of the Financial Sector Conduct Authority, underscoring a coordinated regulatory approach to market development.
New classes for life and non-life segments
The varied conditions explicitly permit NMSIS to conduct both life and non-life microinsurance business within approved classes and sub-classes, exclusively inside South Africa. For non-life microinsurance, the company is approved for Property – Personal Lines.
In the life microinsurance segment, the approved classes now encompass Risk (Individual Death, Individual Health, Individual Disability – lump sum), Credit Life, and Funeral (Individual and Group).
These specific approvals highlight a targeted expansion within the microinsurance market, focusing on essential coverage types for a broad consumer base.
The geographical limitation to South Africa ensures a concentrated regulatory oversight and market development strategy for these new offerings.
Strategic move for broader access
This licensing variation represents a strategic expansion for NMSIS, enabling it to reach a broader client base beyond its previous single-client restriction.
The broadened microinsurance categories could enhance financial inclusion by offering more tailored products to underserved segments in South Africa. However, the "Inside South Africa only" limitation underscores a cautious, domestically focused growth trajectory for these new offerings.
