The Banco de España has created the International Cooperation Institute (ICIBE) to centralize and evaluate its global partnerships. Announced on July 27, 2026, the initiative reshapes the bank's international strategy following a 2024 external evaluation.
Strategic overhaul of global partnerships
The Banco de España has approved an internal circular establishing the International Cooperation Institute (ICIBE) to centralize its global engagement.
The new institute will plan, coordinate, and evaluate all cooperation activities conducted by the bank's various departments with central banks, supervisory authorities, and international financial organizations.
Furthermore, the International Cooperation Committee has been restructured to adopt a more strategic dimension under the leadership of the Deputy Governor.
This governance overhaul directly fulfills recommendations from an independent external evaluation of the bank's cooperation activities carried out in 2024.
Multilateral training and regional summits
Cooperation efforts will focus on multilateral technical capacity-building programs, demand-driven bilateral relations, targeted conferences, and hosting representatives from partner organizations.
Key highlights of the new strategy include recurring regional events such as the LatAm Economic Forum held in May and the upcoming Conference of Central Banks of the Mediterranean scheduled for October.
These initiatives aim to reinforce the institution's global relevance and project its influence across strategic regions.
Institutional ambition meets reality
Formalizing cooperation via the ICIBE elevates institutional diplomacy to a structured core mandate.
However, the true test is whether these programs yield regulatory convergence or remain diplomatic exercises.
Amid shifting geopolitics, this centralized upgrade is timely.
