From Basel II to macroprudential policy
The Banco de España launched its 'Revista de Estabilidad Financiera' (Financial Stability Review) in September 2001, aiming to rigorously disseminate financial regulation, supervision, and macroprudential policy analysis.
Conceived by then-Deputy Governor Gonzalo Gil, this bi-annual publication emerged during a period of significant international financial instability, marked by crises such as Mexico's debt (1994), Asia's (1997), the LTCM collapse (1998), and the dot-com bubble (2000).
This turbulent backdrop fostered international consensus on strengthening bank solvency standards, culminating in Basel II in 2004, a framework to which the Review's inaugural issue was dedicated.
Domestically, the BDE established its Financial Stability Division in 2000, recognizing the growing importance of macro-financial surveillance, a mandate reinforced by the 1994 Law on the Autonomy of the Banco de España.
An independent editorial compass
The Review evolved, separating from the 'Informe de Estabilidad Financiera' (IEF) in 2004.
A crucial milestone was the establishment of an independent Editorial Board in 2005, responsible for content decisions, theme identification, and external contributions.
Led by the Deputy Governor and comprising BDE officials and renowned academics, this board ensures a balanced perspective.
Articles undergo a voluntary, independent, and anonymous peer-review process, aligning with academic journal standards.
