Panetta signs voluntary charter on shared European banking values

Bank of Italy Governor Fabio Panetta signed a voluntary charter committing European central banks and banking supervisors to shared workplace values. The bank published its endorsement on October 15, 2026.

Four values across European institutions

The European Central Bank (ECB), national central banks and national competent authorities launched the Shared Values Charter in 2026.

It covers the European System of Central Banks (ESCB) and the Single Supervisory Mechanism (SSM).

Signatories commit to trust, engagement, care and a growth mindset through transparency, accountability, staff participation, well-being and continuous learning.

The public commitment is voluntary and open to institutions in both systems.

It complements local organisational values and supports institutional independence and credibility.

Signatories include Panetta, ECB President Christine Lagarde and SSM Supervisory Board Chair Claudia Buch.

The charter recognises social dialogue as a pillar of trust and engagement.

Shared identity enters recruitment

An annex translates the values into an employer proposition built around impact, growth, stability and community.

Institutions aim to attract candidates through meaningful work, learning opportunities, diverse careers, work-life balance and international collaboration.

The charter refers to the European Union's Charter of Fundamental Rights and the Maastricht Treaty.

Its introductory signatory list is dated May 12, 2026, with quarterly updates planned to include additional institutions.

Commitment rests on practice

The charter establishes a common organisational commitment rather than a binding supervisory requirement.

Its pledges focus on workplace conduct, cooperation and recruitment across participating institutions.

The document specifies no enforcement mechanism, performance targets or implementation deadline.
