Six Italian banking groups retain systemic buffers for 2027

Banca d'Italia designated six banking groups as other systemically important institutions for 2027 on October 23, 2026. Buffers remain unchanged from 2026 and apply from January 1, 2027; MPS and BPER's 2026 buffers took effect on April 1.

Six groups above the threshold

Buffers on total risk-weighted exposure remain 1.25 percent for UniCredit and Intesa Sanpaolo, 0.50 percent for Monte dei Paschi di Siena (MPS), Banco BPM and BPER Banca, and 0.25 percent for ICCREA.

All exceed the 300 basis point identification threshold.

Scores at December 31, 2025, in basis points, follow in the order overall, size, importance for Italy's economy, complexity and financial interconnectedness: UniCredit 2,908/2,516/2,109/4,129/2,877; Intesa Sanpaolo 2,882/2,376/2,889/3,232/3,033; MPS 691/737/537/654/834; Banco BPM 545/573/509/477/623; BPER Banca 490/625/668/226/441; ICCREA 343/512/511/96/225. The assessment covered all banking groups and stand-alone banks operating in Italy.

Eight buckets set the buffers

Circular No. 285/2013 implements Directive 2013/36/EU; the assessment follows European Banking Authority (EBA) Guidelines EBA/GL/2014/10. The calibration scheme dates from 2023.

Its eight buckets map scores in basis points to buffers in percent: bucket 1, 300-399, 0.25; 2, 400-799, 0.50; 3, 800-1,199, 0.75; 4, 1,200-1,999, 1.00; 5, 2,000-2,999, 1.25; 6, 3,000-3,999, 1.50; 7, 4,000-4,999, 2.00; 8, 5,000 and above, 3.00. Identification and buffer levels undergo review at least annually.

Merger effects remain outside

The designation excludes mergers involving Italian and foreign groups that were incomplete when administrative procedures began.

Banca d'Italia may open fresh procedures if these materially affect Italian groups' systemic importance.

The 2027 designation therefore does not incorporate those transactions.
