Placements are allocated primarily by the chronological timestamp of registration.
A specific turnover rule applies to maintain broad access: if an applicant school has already received a placement for three consecutive school years, priority may be granted to a first-time applicant.
To qualify for priority, the new school must submit its booking within five working days of the repeat institution's application.
