Three quarters of Basel Committee members publish final rules

Three quarters of the 27 Basel Committee member jurisdictions have published domestic regulations implementing the final Basel III standards. Almost all member authorities have instructed banks to apply the full regulatory framework by April 2027 or earlier.

Domestic rules advance across 27 jurisdictions

According to the Basel Committee on Banking Supervision's latest progress update as of September 30, 2026, three quarters of the 27 member jurisdictions have published rules enacting the finalized Basel III package.

The revised credit risk and operational risk frameworks, along with the aggregate output floor, are already in force across approximately 85 percent of member jurisdictions.

The comprehensive update covers the final elements agreed upon in December 2017 as well as the minimum capital requirements for market risk established in January 2019.

Member authorities have publicly committed to enforcing the entire framework across their domestic banking sectors by April 2027 at the latest.

The oversight mandate after market shocks

The Group of Governors and Heads of Supervision (GHOS), the oversight body of the Basel Committee, initially scheduled the implementation of these standards for January 1, 2023, following a timeline adjustment announced in March 2020.

At their meeting on March 9, 2026, GHOS members reiterated their demand for full, consistent, and timely adoption.

They emphasized that recent financial market turmoil highlights the necessity of a prudent global framework and a level playing field across jurisdictions.

Better late than fragmented

Reaching near-complete adoption more than four years after the 2023 target reflects persistent jurisdictional friction.

Securing uniform output floors nevertheless eliminates dangerous room for regulatory arbitrage.

Real resilience now depends on preventing domestic carve-outs from hollowing out the final standards.
