Nagel targets 2027 digital euro pilot and capital market unification

Deutsche Bundesbank President Joachim Nagel called for rapid execution of the EU savings and investments union and confirmed a planned mid-2027 pilot phase for the digital euro. Speaking in Frankfurt, Nagel urged European policymakers to reduce reliance on external capital and payment providers.

Overcoming fragmented capital markets

Europe remains heavily dependent on foreign venture capital for late-stage funding, forcing innovative firms to look outside the bloc for growth capital.

To address this gap, Nagel backed the "One Europe, One Market Roadmap" embraced by the Irish EU Council Presidency.

Key proposals include a standardized corporate law framework known as EU Inc., a revised securitisation regime, and a centralized supervisory architecture for securities and non-bank financial institutions.

Creating a unified digital securities regime under a 28th legal framework would further harmonize EU capital markets.

These structural reforms aim to retain domestic savings within Europe and reinforce the international role of the euro.

Autonomy in European payment infrastructure

Dominance by non-European payment providers like Mastercard, Visa, and PayPal creates strategic risks comparable to energy or defense dependencies.

In response, European institutions have launched trilogue negotiations to establish a legal framework for a central bank digital currency.

On the technical side, the Eurosystem will initiate a digital euro pilot phase in mid-2027, maintaining a target launch date of 2029 for both retail and wholesale use across the euro area.

Grand vision meets entrenched national interests

Nagel correctly identifies Europe's reliance on foreign capital and payments as a critical vulnerability.

Yet establishing centralized supervision requires Member States to surrender entrenched national vetoes.

Without drastic political compromise, this ambitious roadmap will stall like previous unification efforts.
