Rhys Phillips named new BoE Chief Cashier

The Bank of England has appointed Rhys Phillips as its new Chief Cashier and Director of Notes. He will assume the role on October 19, 2026, succeeding Victoria Cleland.

Leading a new generation of banknotes

Governor Andrew Bailey announced Rhys Phillips' appointment as Chief Cashier and Director of Notes, effective October 19, 2026.

Bailey emphasized the central role banknotes play in public life, serving as both a means of payment and a symbol of national identity.

Phillips will be responsible for producing high-quality, secure notes, leading the introduction of a new generation of banknotes to ensure public confidence.

Extensive experience at the Bank

Phillips joined the Bank in 2012, bringing experience from banking supervision, financial stability, and financial markets.

He served as Head of Sterling Markets Division (2018-2023) and most recently as principal private secretary to the Governor.

He will succeed Victoria Cleland, who departs next spring after 35 years of service.
