PRA sets out captive insurance regime and capital buffer rules

The Prudential Regulation Authority published its July 2026 digest, introducing proposals for a tailored captive insurance regime and clarifying the releasability of capital buffers during systemic stress.

Flexibility for insurance and systemic buffers

In its July 2026 regulatory update, the Prudential Regulation Authority issued key policy and consultation changes across banking and insurance sectors.

On 7 July, the PRA clarified that it can release other systemically important institution buffers during systemic stress to support financial stability.

Consultation CP11/26, developed jointly with the Financial Conduct Authority, proposes a tailored UK regime for single-parent captive insurers featuring lower capital requirements and streamlined authorisations.

Further regulatory adjustments include consultation CP10/26 on ring-fenced bodies, policy statement PS18/26 covering Solvency UK disclosure updates, and PS16/26 aligning rules with HM Treasury overseas requirements.

Monthly permissions and supervisory dialogue

Alongside major policy releases, the regulator announced procedural updates and engagement initiatives.

Effective July 2026, the complete list of granted waivers, CRR permissions, and section 138BA rule permissions for all regulated entities is accessible online and updated monthly.

The PRA will also launch its 2026 Firm Feedback Exercise in late August to gather industry perspectives on supervisory effectiveness, data requests, and secondary competitiveness objectives.

Additional minor updates were finalized under LAF02/26 to maintain rulebook clarity.
