Generative AI adoption tops 90 percent among Japanese banks

The Bank of Japan survey of 150 institutions recorded a 100 percent response rate across 10 major banks, 95 regional lenders, 18 Shinkin banks, and 27 other entities.
Active deployment reached 79.3 percent in fiscal 2026, while institutions not using or testing the technology dropped to 9.3 percent from 41.9 percent two years earlier.
Document drafting leads adoption at 106 institutions, followed by meeting transcription at 89 and internal policy searches at 75. Fifty-five percent of surveyed firms approve generative AI for processing confidential information.
Furthermore, 67 institutions now operate as broad-use adopters, deploying generative tools within customer service operations while handling proprietary client data.
Governance lags behind adoption speed
Organizationally, 65.4 percent of institutions run AI initiatives through digital transformation departments, while 20.6 percent rely on executive-led teams.
While basic safeguards like human-in-the-loop controls are active at 84 institutions, comprehensive governance and third-party risk management show substantial gaps.
Only four institutions conduct red-teaming exercises, reflecting caution toward customer-facing chatbots.
Conventional AI adoption held steady at 72.7 percent.
