Cash access map and deficiency reporting launched
The Central Bank of Ireland has launched a new map of ATMs and cash service points, enabling the public to report local deficiencies. This framework implements the Finance (Provision of Access to Cash Infrastructure) Act 2025.
Mapping Cash Points, Empowering Citizens
The Central Bank of Ireland has launched a new online platform to enhance and safeguard public access to cash.
A key feature is an interactive map, available on its website, displaying every ATM and cash service point across Ireland, enabling easy location of the nearest access point.
Additionally, the public can now submit a 'local deficiency notification' via an online form, reporting perceived insufficient cash provision in their community.
The Central Bank will thoroughly assess each notification, considering local circumstances and the proportionality of remediation.
If a deficiency is confirmed, designated financial institutions—AIB, Bank of Ireland, and Permanent TSB—will be notified to address the identified gaps.
This framework is a significant step in implementing the Finance (Provision of Access to Cash Infrastructure) Act 2025, reinforcing the commitment to robust cash access nationwide.
Safeguarding a Vital Payment Method
Data from March 2026 shows Ireland's overall cash infrastructure, comprising approximately 4,000 ATMs and 1,200 cash service points, largely aligns with criteria set by the Minister for Finance.
However, the Central Bank acknowledges that specific challenges in accessing cash can emerge at a local level.
The new local deficiencies framework is designed precisely for such possibilities.
Deputy Governor Vasileios Madouros affirmed the Central Bank's commitment: "The Central Bank is committed to ensuring that cash remains available as a means of payment for individuals and businesses across Ireland.
" He noted this publication, following public consultation, marks an important milestone in implementing cash access legislation and safeguarding effective access nationwide.

This framework provides a concrete, actionable mechanism for public feedback, directly addressing potential gaps in cash access at a community level.
Moving beyond broad statistics, it acknowledges and provides a remedy for granular issues, even when overall infrastructure is deemed sufficient.
