Bank of Russia changes CMTPLI repair cost rules
The Bank of Russia has updated rules for calculating repair costs under compulsory motor third-party liability insurance (CMTPLI). A new procedure for compiling price guides for spare parts and auto consumables will come into force on 11 July 2026.
New calculation for spare parts and consumables
The updated rules, based on a Bank of Russia ordinance, modify how average prices for spare parts and consumables are determined.
Prices for similar aftermarket parts will no longer be factored into the average if they are 70 percent cheaper than the original component.
Additionally, the average price of consumables will now be calculated excluding any discounts.
These changes aim to ensure more accurate and comprehensive cost assessments for insurance payouts under CMTPLI policies.
Full coverage for single-use parts
A significant change includes the full coverage of expenditures on single-use parts, such as seals and adhesives, in the repair cost calculation.
Previously, these expenses were limited to no more than 2 percent of the prices for replaced spare parts, often leading to insufficient insurance payments for these components.
As a direct result of these changes, the average payout under a CMTPLI policy is expected to rise by 10 percent.
The Russian Association of Motor Insurers is tasked with approving the updated price guides within three months.
