Key rate held at 14.00 percent as price growth accelerates

The Bank of Russia has kept its key rate at 14.00 percent per annum following its board meeting on September 11, 2026. The central bank cited accelerating underlying price growth and heightened medium-term proinflationary risks.

Capacity constraints drive underlying inflation

The Bank of Russia maintained the key rate at 14.00 percent per annum as annual inflation reached 6.3 percent as of September 7, 2026.

Current seasonally adjusted price growth rose to 11.6 percent annualized in July from 5.3 percent in the second quarter of 2026, while core inflation increased to 7.0 percent from 4.6 percent.

The central bank raised its underlying inflation estimate to a range of 5.0 to 6.0 percent annualized, driven by temporary reductions in production capacity across certain sectors and rising fuel prices.

The baseline scenario projects annual inflation between 6.0 and 7.0 percent in 2026 before returning to the 4.0 percent target in 2027.

Tight labor and fiscal questions

Labor market tightness is gradually easing as worker shortages decrease, though wage growth continues to outpace labor productivity.

Corporate lending remains elevated while retail credit expands at a moderate pace.

Monetary conditions are assessed as moderately tight, but overall real tightness decreased slightly due to shifting inflation expectations.

Fiscal policy parameters will be updated in October, with higher structural deficits potentially requiring tighter policy.

A pause on borrowed time

Holding the key rate at 14.00 percent offers brief respite but fails to tackle deep supply-side distortions.

Policymakers are gambling on fiscal restraint rather than deploying further monetary tightening.

Reaching the four percent target by 2027 will remain wishful thinking without structural labor relief.
