Risk weights cut to 30 percent for infrastructure defense loans
The Bank of Russia has authorized commercial banks to apply reduced risk weights of 30 percent and 50 percent to loans financing aerial defense protection for critical infrastructure. The temporary regulatory relief takes effect immediately and remains in force through December 31, 2026.
Preferential weights for aerial defense
Under the decision by the Bank of Russia Board of Directors, lending institutions may calculate credit risk using preferential weights on loans dedicated to protecting critical facilities against aerial attacks.
Credit exposures to investment-grade borrowers qualify for a 30 percent risk weight, while claims on other borrowers receive a 50 percent weighting.
Furthermore, banks are exempt from applying standard macroprudential add-ons to these specific loan portfolios.
The preferential capital treatment applies broadly to financing extended to legal entities, regional administrations, and local municipalities across the Russian Federation.
Capital limits and permanent rules
Capital relief operates within established quotas for technological sovereignty and structural adaptation projects, which the regulator confirmed hold sufficient capacity for both defense enhancements and industrial modernization.
The central bank highlighted that shielding infrastructure from aerial disruptions directly supports systemic continuity and reduces borrower default risk.
The framework remains effective through December 31, 2026, though authorities indicated the provisions may eventually become permanent regulations.
