Family Mortgage subsidies end after 15 years
Family Mortgage loans can still run beyond 15 years, but government interest subsidies are limited to that period from October 1. The Bank of Russia reminded banks of the rules in an October 9, 2026 notice.
Rate limits beyond year fifteen
The Bank of Russia's Information Letter reminds banks that Family Mortgage loans remain available for terms exceeding 15 years, despite the limit on government interest rate subsidies.
Programme rules allow the loan rate to increase after the first 15 years by no more than 4 percentage points.
It must not exceed the key rate effective at that time plus 3 percentage points, or plus 3.5 percentage points for loans financing single-family home construction.
Banks must prepare payment schedules assuming a 4 percentage point increase after the subsidised period, unless the agreement specifies a lower rate.
The subsidy limit therefore does not prohibit longer loan terms.
Calculations extend beyond the subsidy
The central bank recommends calculating borrowers' debt burden and total cost of credit for the period after the first 15 years using a loan rate increased by 4 percentage points.
A lower rate specified in the loan agreement takes precedence.
Banks are also advised to tell borrowers that payments due after the subsidised period may change depending on the key rate.
The stated aim is to mitigate risks for banks and borrowers while maintaining access to Family Mortgage loans with longer terms.
Long terms, limited subsidies
A longer mortgage term does not extend the government subsidy.
The prescribed payment schedule incorporates a rate increase, while actual later payments remain subject to the programme's caps.
The bank's advice focuses on making that distinction clear to borrowers.
