Crypto exchange admission rules take effect on October 5

Cryptocurrency exchanges, digital depositories, and information system operators in Russia must now join official registers to operate legally. The Bank of Russia framework, registered by the Ministry of Justice, establishes mandatory qualification rules and takes effect on October 5, 2026.

Licensing digital platforms

Under the new framework, digital depositories, cryptocurrency exchanges, and operators of information systems used for issuing digital financial rights must obtain entry into dedicated official registers to operate legally.

The regulation establishes strict qualification standards for members of management bodies and designated executive officers across all applicant entities.

It details the mandatory documentation required for admission and sets out the procedure governing how the central bank evaluates applications and enters data into the registers.

Existing market participants applying for status as a digital depository or cryptocurrency exchange can access a simplified admission process.

Public registries and legal validity

The accompanying ordinance defines the operational procedures for maintaining and updating the registers, ensuring that all approved market operators are publicly listed on the central bank website.

The regulatory acts have received formal approval from the Russian Ministry of Justice, completing the legal validation process required for regulatory enforcement.

All provisions governing the register admission and administrative oversight will formally take effect across the market on October 5, 2026.
