The Bank of Russia has approved its list of twelve systemically important credit institutions, which together account for approximately 80 percent of total banking sector assets. The designation was confirmed on October 7, 2026 under Ordinance No. 5778-U.

Under Ordinance No. 5778-U dated April 13, 2021, on the methodology for determining systemically important credit institutions, the Bank of Russia approved the roster of twelve systemic lenders.
The designated institutions collectively represent approximately 80 percent of the Russian banking sector's total aggregate assets.
The approved list comprises major domestic and foreign-owned entities: AO UniCredit Bank, Bank GPB (JSC), PJSC Sovcombank, VTB Bank (PJSC), AO Alfa-Bank, Sberbank, Credit Bank of Moscow, Joint Stock Company Bank DOM.RF, TBank, Bank PSB PJSC, AO Raiffeisenbank, and JSC Rosselkhozbank.
These credit institutions remain subject to heightened regulatory requirements and capital buffers.
Foreign subsidiaries remain on the roster
The supervisory framework established by Ordinance No. 5778-U evaluates credit institutions based on asset size, interbank exposures, and volume of household deposits.
Notable on the roster is the continued inclusion of European banking subsidiaries, specifically AO UniCredit Bank and AO Raiffeisenbank, alongside state-backed giants like Sberbank, VTB Bank, and Bank PSB PJSC.
Retail player TBank and mortgage specialist Bank DOM.RF maintain their systemic classification alongside established universal commercial lenders.
