Board reviews 2027-2029 policy guidelines and names 2026 auditor

The National Financial Board reviewed draft Monetary Policy Guidelines for 2027–2029 and proposed B1 – Audit LLC for the Bank of Russia's 2026 mandatory audit. The meeting on October 7 also covered macroprudential measures and consumer lending trends.

Three-year strategy meets lending controls

The National Financial Board (NFB) evaluated the draft Monetary Policy Guidelines for 2027–2029 alongside the Russian Financial Market Development Programme for the same period.

Discussions focused on current macroprudential regulation and conditions across the domestic consumer lending market.

The board reviewed a report from the Bank of Russia Board of Directors outlining the central bank's core activities during the second quarter of 2026.

Members also examined ongoing measures to counter the misuse of insider information and market manipulation, alongside progress under the Shareholder Value Creation Programme.

Additionally, the board approved updated internal regulations governing the central bank's day-to-day operations.

Auditor clearance for 2026 accounts

Governance and audit matters formed a key component of the meeting.

The board evaluated responses to supplementary questions submitted to the auditor regarding the Bank of Russia's 2025 annual financial statements.

Looking ahead to the next cycle, the NFB confirmed that B1 – Audit LLC complies with all statutory independence criteria for conducting the mandatory audit of the central bank's 2026 financial accounts, formally recommending the firm for the assignment.

Administrative housekeeping over policy surprises

The meeting reflects routine statutory governance rather than any near-term policy shift.

Locking in medium-term guidelines and audit arrangements provides necessary administrative continuity.

Real operational relevance lies in continued scrutiny of consumer lending and market integrity.
