Price growth slows across two-thirds of Russian regions in July

Price growth decelerated across almost two-thirds of Russian regions in July, according to the Bank of Russia. The slowdown was driven by seasonal food price adjustments and declines in domestic tourism costs, while fuel prices continued to climb.

Seasonal relief meets persistent costs

The Bank of Russia reported that regional price dynamics in July reflected distinct seasonal patterns and one-off sector developments.

Fruit and vegetable prices registered seasonal declines, although the decrease was weaker than typical for July.

Meanwhile, prices for sugar and meat products increased, while dairy items, butter, and cheese became cheaper.

In the services sector, domestic tourism expenses—including health resorts, hotels, trips, and excursions—saw unusual declines during the summer peak.

Conversely, medical and personal services continued to experience rapid price increases, driven by tight labor market conditions.

Fuel bottlenecks and policy targets

Disruptions in petroleum product supplies kept petrol and diesel fuel price growth elevated across regions, affecting regional inflation unevenly.

Non-food goods showed mixed trends, with clothing and footwear prices decreasing over the month.

The central bank emphasized that its monetary policy stance remains focused on returning price growth to a sustainably low rate across all Russian regions.

Detailed regional breakdowns will be provided in forthcoming analytical reports.

A fragile and uneven respite

The July deceleration offers temporary optical relief rather than structural price stability.

Persistent labor shortages and fuel supply bottlenecks prove that core inflationary pressures remain firmly entrenched.

Without sustained disinflation in wage-sensitive services, broad monetary easing remains out of reach.
