Russian consumer activity weakens as wage growth slows
Consumer activity slowed in eastern Russia and declined in many European regions in August–September 2026. The Bank of Russia (CBR) reported more conservative spending as wage growth slowed in its October 14 regional update.
Consumers rein in spending
Consumer activity increased more slowly in Russia's eastern regions during August–September, while many regions in the European part of the country recorded declines.
The CBR linked generally more conservative consumer behavior to slower wage growth.
Demand for domestic tourism fell, and online trade turnover decreased.
Overall economic activity remained unchanged over the same period, but conditions differed across regions and industries.
Volga-Vyatka reported continued growth in the output of engineering products and construction materials.
The report therefore recorded stable aggregate activity alongside weaker consumer demand and differing production trends.
Exports find eastern routes
Siberian coal producers continued expanding exports and redirected logistics toward Far Eastern ports.
The Urals recorded lower oil production and wood processing, while southern regions reported a decline in single-family home construction.
The October issue of Regional Economy: Commentaries by Bank of Russia Main Branches provides further regional coverage.
Its special topics include enterprise business and investment activity, the labor market and the 2026 harvest.
Stability masks regional differences
Unchanged aggregate activity did not mean uniform conditions across Russia.
Expanding manufacturing output in Volga-Vyatka and coal exports in Siberia contrasted with declines elsewhere.
The report also linked more conservative consumer behavior to slowing wage growth.
