Hazardous facility insurance rate floors fall by up to 75 percent

Compulsory liability insurance rate floors for hazardous facilities will fall by 25–75 percent from November 1, 2026. The Bank of Russia announced the changes on October 21, with one category also facing a higher ceiling.

Lower floors across facility types

The Bank of Russia has widened the rate range for compulsory third-party liability insurance covering owners of hazardous facilities.

The lower bound falls by 25 percent for production facilities using pressure equipment, petrochemical and mining enterprises, hydraulic structures and mines.

Oil and gas production companies, metals companies, explosives-related facilities and cranes receive a 50 percent reduction in the lower bound.

For all remaining types of hazardous facilities, the lower bound falls by 75 percent.

The changes apply from November 1, 2026.

These reductions concern the minimum permitted rates within the range, rather than a uniform reduction in every facility owner's insurance premium.

Pressure equipment gets higher ceiling

The upper bound increases by 25 percent only for certain hazardous facilities using pressure equipment; ceilings for other facility types remain unchanged.

The Bank of Russia said the revised rates reflect accident risk more accurately.

They also take account of premiums collected and insurance payments made over recent years.

The revision therefore combines lower minimum rates across facility types with a higher maximum confined to a specific group.

Wider range, not fixed discounts

The revised framework permits lower rates without prescribing a matching premium cut for every owner.

Certain pressure-equipment facilities also face a higher permitted maximum.

The change broadens pricing scope rather than setting a single discount.
