Work programme sets 251 deliverables and cuts stress test data

A total of 251 deliverables and a €70.3 million budget define the 2027 Work Programme released by the European Banking Authority. The plan prioritises regulatory simplification, digital resilience, and direct oversight of 19 critical ICT third-party providers under DORA.

Policy rollout and DORA oversight

The EBA structured its 2027 agenda across seven activities comprising 251 deliverables, of which 120 carry fixed deadlines.

Backed by a €70.3 million budget and 276 staff, policy work receives €11.1 million, while oversight and supervision accounts for €11.4 million.

The authority will finalize the 2024 banking package, advance the revised payment services framework with an initial five mandates, and roll out deposit insurance reforms.

In operational oversight, the EBA embeds responsibilities as lead supervisor of 19 critical ICT providers under DORA, while managing designated token issuers under MiCA and margin model validation under EMIR.

Leaner tests and unified reporting

The 2027 EU-wide stress test introduces a 55 percent reduction in data points compared to the 2025 exercise, collecting starting data directly from regular supervisory reporting while adding a climate module covering transition and river flood risks.

This reduction incorporates 21 recommendations from the Task Force on Efficiency embedded in the programme.

Data management receives €8.2 million to advance integrated reporting with the ECB and expand the public Pillar 3 data hub to small, non-complex institutions.

Expanding duties meet constrained resources

The expansion into digital and crypto oversight modernizes EU financial supervision where risks are growing fastest.

Yet managing 251 deliverables alongside major efficiency cuts stretches institutional resources thin.

Without extra funding, balancing new mandates with rulebook simplification will prove difficult.
