Housing loan demand falls as banks tighten corporate credit

Euro area banks reported weaker loan demand across all segments in the European Central Bank's (ECB) October 27, 2026 survey. Higher interest rates dampened borrowing, while risk perceptions drove tighter corporate and consumer credit standards.

Borrowing weakens across all segments

In Q3 2026, net shares of banks tightening credit standards were 9 percent for firms, against 5 percent anticipated, and 14 percent for consumer credit; housing standards were unchanged at 0 percent.

Higher perceived risks and lower risk tolerance drove tightening.

Corporate loan demand fell by a net 6 percent, versus an anticipated 4 percent increase and Q2 growth of 3 percent.

Housing demand fell 27 percent, after 15 percent in Q2 and against a forecast decline of 12 percent.

Consumer credit demand fell 2 percent, versus an unchanged forecast of 0 percent.

Higher rates dampened all segments; weaker confidence also weighed on households.

Contractual terms tightened and rejection shares increased across all borrower groups.

Fourth-quarter lending faces further pressure

For Q4, banks anticipate demand changes of -36 percent for housing, -14 percent for consumer credit and -1 percent for firms, alongside tighter standards across all segments.

Retail funding access deteriorated most since records began in 2011, exceeding Q3 2023; debt and money-market access also worsened.

ECB portfolio reductions mildly weakened market financing and liquidity but slightly supported profits.

The survey covered 159 banks from September 21 to October 6, 2026, with a 100 percent response rate.

AI lending favors infrastructure

Banks anticipate gradual, sustained growth in demand to finance AI infrastructure, especially data centres.

Their lending focus favors infrastructure providers over software developers and AI adopters.

Most banks have not yet introduced quantitative AI-specific lending criteria.
